Community radio can best be provided by a new Local Broadcasting Authority. It is proposed by Phillip Whitehead , mp (Labour), a member of the Annan Committee on The Future of Broadcasting; and opposed by Sir Paul Bryan , mp (Conservative), Director of Greater Manchester Radio Ltd, and formerly Conservative Spokesman on broadcasting.
Each advocate will call his witnesses, cross-question his opponent's, and argue his case. The jury will vote at the beginming and end of the trial so that a swing of opinion may be measured and a verdict reached. Producer HUGH PURCELL
