Viewers see a reconstruction of a typical Juvenile Court, somewhere in Central London.
Few people have ever visited a juvenile Court. These courts are not open to the public although the Press are always there to represent the public. The children's ages range from eight to seventeen; their offences from 'findings are keepings' to robbery with violence. Many have committed no offence at all but are in need of care or protection. How are these cases dealt with?
