At the beginning of the next century the British people take great pride in the fact that they lead the world with their system of Population Control. Based on computer analysis, the population has been stabilised by the use of an anti-fertility factor. However, everyone's complacency is rudely shattered when the wife of a highly esteemed Population Officer becomes pregnant for the second time although she is only licensed for one child.
