In the days after the 9/11 attacks, as America woke up to the fact that an al-Qaeda cell had been operating undetected inside the country for months, the FBI set up the Joint Terrorism Task Force. Its brief was to track down al-Qaeda terrorists before they could launch even more deadly assaults. But the challenge now for security services was how to fight the enemy without riding roughshod over civil liberties.
