Development Corporation as part of a policy designed to show that private enterprise could renew the worst areas of urban decay. Their role is regarded as crucial in the fight to attract new industry to the inner cities. Their sweeping powers are controversial, their budgets run into millions. Public Eye's reporter Martin Bashir examines the UDC's record so far - can they transform the lives of the inner city communities who live in and around them?
