The streets are dangerous, and their moods are unpredictable. Inspector Brown, who deals with Hong Kong's 999 calls, has to decide immediately whether the bomb scare is a hoax, whether to yse cs gas against the violently Insane man, and whether to risk a charge of indecent assault by manhandling the girl. Brown also has a longer-term problem of his own. He's under investigation by the Colony's anti-corruption commission.
