Howard Graham, a munitions expert with an American armaments company, is enjoying a brief stay in Istanbul - a holiday which quickly turns into a nightmare when, following an attempt on his life by an Axis agent, he is urged by Colonel Haki, head of the secret police, to escape from Turkey.

'I designed the film but can't properly be called the director,' says Welles, who is credited as producer and co-writer of this involved spy drama set during the Second World War.
