Huan Xiang , Deputy Director of the Foreign Affairs Council of the Standing Committee of the National People's Congress.
Huan Xiang was Chinese charge d'affaires in Britain from
1954-63. He has been Chinese Ambassador to the European
Community and is the Director of the Chinese Government's Centre for International
