Home Office figures estimate there are just under 2,000 heroin addicts in Britain. Many observers believe the true figure is nearer 20,000. The official view is that it is a problem which is under control. This Brass Tacks all-film report presents evidence which supports an opposite conclusion.
Dick Lee spent a month in a peaceful English market town and met five youngsters - all addicts and all so far unrecognised by the authorities. Each has a criminal record; none has had access to Britain's limited treatment facilities.
