This week: a year ago the police handed over responsibility for prosecuting criminals to the new Crown Prosecution Service. Today, the CPS is unable to attract enough high-quality lawyers. Often villains walk free from British courts, as evidence is mislaid, papers lost and cases mishandled. Victims of crime, police officers and many of the prosecutors themselves are angry.
