Hay calls on the new government to set up a public inquiry to decide the future of the BBC before the renewal of its charter in 1996. In their programme she and her supporters forcefully defend the licence fee but also argue that the BBC should be far more accountable to licence payers and should not implement its far-reaching proposals for internal change before full public debate.
