Planning Authority in West Germany by Richard HOOPER using material collected specially in Essen. The Regional Authority was founded in 1920 by the (equivalent of) county boroughs and county councils in the Ruhr. The significance for us in the United Kingdom is that the Ruhr Authority has executive powers over roads, railways, and green spaces of regional importance. The problems of the Ruhr are com parable to those of our own underdeveloped regions: a poor environment. left over from the Industrial Revolution; the decline of coal and the need to attract growth industries; loss in population through migration
