The average citizen knows very little of the activities of a Municipal Corporation. He is generally only concerned with the amount of money he is called upon to contribute to the coffers of the Corporation, and when the demand note for rates arrives, he makes a mental comparison with that for the previous half-year to see if he has to dig deeper into his pocket than before. He rarely pauses to consider what he gets as consideration for his contribution, whether he is getting value for money, or why he has to pay more or less than his friends...
Mr. Allcock, the City Treasurer and Controller of Cardiff, a Member of the Council and Past President of the Institute of Municipal Treasurers and Accountants, who has taken a prominent lead in enlightening ratepayers and various public bodies by means of newspaper articles and talks, will discuss these matters in a non-technical manner.
