The ICRC says it was a painful decision to close offices in Maimana and Kunduz.

The head of  ICRC in Afghanistan says it was a painful decision to close offices in Maimana and Kunduz - but she says the organisation had to limit the risks faced by its staff, after seven of them were killed in militant attacks this year.
