How to deal with rising rates of violent crime in cities around the world.

In 2016 the murder rate in the American city of Chicago went up by 50% - there were were 762 killings.  That's more killings in Chicago than Los Angeles and New York combined. The fact other cities have far lower levels of violence raises the question - what are they doing right? How have they brought murder rates down?
