Series following the work of frontline staff at Wigan Council in Greater Manchester. The council has to deal with a blocked drain, and the licensing team targets taxi drivers.

In this episode the council is called to deal with a blocked drain that proves to be a risk to public health, the licensing enforcement team targets Wigan's taxi drivers, and no stone is left unturned in a cafe's first hygiene inspection.
