What is being built in a remote Australian desert and what havoc will it wreak?

A building in the remote Australian desert poses a danger. Sci-fi thriller with Clare Corbett and Matthew Dyktynski. From 2006.

Science fiction drama set in the remote Australian desert where seismologist Sam must investigate a series of mysterious earthquakes.  Belinda believes the whole world should have the Voice: "everyone...or no-one". If the UN was allowed to share the technology, an arms race could be avoided. Nick is on the side of an arms race - it would result in a stalemate and thus peace. "No-one respects strength unless it's shown against them".  A test is run.   An alarm sounds - there's an emergency in the lab - Belinda is trapped in the test unit.
