Moray Council have been denied the chance to issue an Asbo against a man who owns nearly 50 German Shepherds despite complaints from neighbours. Kaye asks whose rights matter most.

Moray Council have lost a legal case to issue an ASBO to a man who owns nearly 50 German Shepherd dogs, despite numerous complaints from neighbours about the noise of barking. The Sheriff has ruled that Andrew Debidin has a right to a "family life" with his animals.
