Should the community pick up the slack as the cuts begin to take effect?

Glenn Campbell sits in for Kaye Adams. Is it inevitable that the community will have to pick up the slack when public services suffer? What would it take to get you in the saddle?

We're into the first year of public sector spending cuts, should we be picking up the slack?
As the auditor general warns the public sector to think long term before planning how to implement increasingly severe budget cuts, Glenn asks if it's inevitable that the community will have to pick up the slack when services start to really suffer?

And the Scottish Government wants a big increase from the current 2% of all trips made by bicycle to 10% by 2020, but what would it take to get you into the saddle?
