When the citizens of Rock Ridge ask Governor Lepetomane to find a new sheriff to clean up their town, his nefarious assistant Hedley Lamarr picks Bart, a black convict, reasoning that the racist townsfolk will soon get rid of Bart and leave him free to get on with destroying Rock Ridge in secret.
