'By almost any standard,' says the speaker, ' three years is a very short period in the life of a constitution, and it is little more than three years since the republican constitution of India was inaugurated.' He nevertheless believes that the moment is opportune to see how far the Indian constitution is fulfilling its function in the country for which it was designed. Mr. Morris Jones , one of the constitutional advisers to the Viceroy in 1947, is now a lecturer in Political Science at the London School of Economics.
