Since the Strategic Arms Limitation Talks (SALT) adjourned in November, the technology and strategy of nuclear war have developed at an unsettlingly fast pace. Have events already outrun the salt I arms control agreement of May 1972? Is the stability of the nuclear power balance threatened?
