Christopher Lloyd , Secretary of the Navy Record Society, is editing the previously unpublished papers of Admiral Lord Keith , who was Commander-in-Chief at Plymouth at the time of Napoleon's surrender. Mr. Lloyd describes the negotiations that led to Napoleon's confinement on St. Helena and comments on the subsequent developnfent of the Napoleonic legend.
