Yet violent crime itself has risen only a little, if at all, and the chances of being a victim of random violence remain tiny. So who is responsible for this gap between perception and reality? In the last of the series, Edward Stourton talks to police officers, criminologists and politicians and finds that all accept some share of the blame.
