Ever since Sir Robert Peel established the headquarters of the Metropolitan Police near a certain courtyard in Whitehall, the name Scotland Yard has been a symbol and a legend. In the last few years, however, it has tried very hard to turn itself from a heavy-handed bureaucracy into the spearhead of a modern police force.
