Francis Williams, a journalist and author, was editor of the Daily Herald from 1936 to 1940. In 1941 he became Controller of News and Censorship, Ministry of Information, and from 1945 to 1947 he was Adviser on Public Relations to the Prime Minister. He was a Governor of the BBC from January 1951 to 1952.

The Rt. Hon. P.C. Gordon-Walker has been Member of Parliament (Labour) for Smethwick since 1945. During the war he joined the BBC European Service. He was Parliamentary Private Secretary to Mr. Herbert Morrison in 1946 and Parliamentary Under-Secretary of State, Commonwealth Relations Office from 1947 to 1950.
