The play is set in an ante-chamber to Nero's apartments. Agrippina has spent her life plotting and manoeuvring so that she can be the power behind the throne. Suddenly Nero begins to assert himself to prove that he is Caesar.
The play sees the end of his benevolent reign and the beginning of a reign of terror.
