Alan has been arrested 19 times for 37 offences. The police call him the best burglar in the district-he is 11 years old. Alan's case is not unique. Juvenile crime is rising frighteningly in our big cities. In London this year burglaries are up by 29 per cent and car thefts by 35 per cent. Julian Pettifer talks to Alan's family where six children aged between 10 and 17 have been arrested for 91 offences, and the two boys who used a community home as a base for burglary. He looks at their story with their victims, the police and the social workers who have to deal with the children's crime wave.
