In northern China, Fu Manchu returns to his ancestral palace with his daughter Lin Tang. Meanwhile, in Paris his arch enemy, Nayland Smith of Scotland Yard is attending a conference of international police chiefs to set up a world-wide police organisation to be known as Interpol. Fu Manchu has a similar scheme in mind-for a syndicate of international crime.
