Eagle Over the Sea by Michael and Mollie Hardwick
The year is 1802 and England and France are-for the moment-at peace. Dr. Locksmith claims to have invented a flying machine, but when tested in public it has failed, and public derision has made him bitter and humiliated. A French syndicate offer him facilities to develop his invention in France, and in spite of his family's misgivings he accepts.
