Pariah Starsky is forced to shoot and kill a masked gunman who is then found to be only 16 years old. Starsky faces hostility and hatred from his former friends and colleagues when, in revenge for the youngster's death, two policemen are murdered and their killer warns that more will die unless Starsky is punished.
