Does the application of the formula 'independence within the Commonwealth' conflict with that empirical approach to politics on which Britain is apt to pride itself? How has that approach actually worked in the past? Can it suggest solutions to present problems of emergent nationalism in the dependent Empire-for example, in some of the many smaller Colonial territories?
