The success of Britain's economy depends largely on the effectiveness of its industry. In the past quarter of a century it has been fashionable to believe in economies of scale, and for businesses to merge into larger and larger units - often encouraged by Government or its agencies. There is now growing evidence that the really efficient parts of industry are the small to medium ones.
