Direct rule from Westminster is everyone's second best solution for running Northern Ireland. The government has produced new suggestions for devolving power to the Province in the hope of bringing peace, stability and economic reconstruction.
But between the gunmen, the politicians and the ordinary people can these goals be achieved? Can there be a settlement without power sharing and an ' Irish dimension '? If not, will direct rule and an army presence continue indefinitely?
