As Labour leader of Newcastle city council he had plans to turn the city into the 'Brasilia of the north' through slum clearance, inner city motorways and exciting new industries. In 1974, he was jailed for corruption along with architect John Poulson. But if he was such a crook, why do so many people in the north east still cherish his memory? Show less
