It is proposed by Alastair Mackie , Director General of the Health Education Council, and opposed by Tam Dalyell , mp.
Each advocate calls supporting witnesses who are questioned by each protagonist. The jury votes at the beginning and the end of the trial so that any swing of opinion may be measured and a verdict reached.
