Wasting Welfare
The people who depend on it, the people who operate it and the people who pay for it agree - our Social Security system is a mess.
While one in eight survives on Supplementary Benefit, more than one third of the Social Security budget is spent on people who are not even poor.
Eager to save money, the Government wants to concentrate the cash on those who need it most. But will that mean, instead of a Welfare State with benefits for all, just a poor service for the poor?
