The Carrot and the Stick In the Spanish Basque country the terrorist group ETA is on the run, outmanoeuvred by a shrewd policy of toughness and concessions by the Socialist government.
Success is vital for Prime Minister Gonzalez, whose sights are fixed on entry to the Common market in January 1986 and a referendum on Spain's membership of NATO. He wants the 15-year-old ETA war ended.
