The speaker argues that the secondary modern school has become something very different from what it was planned to be at the time of the 1944 Act. Consideration of this necessary and inevitable development ought to encourage a tone of greater realism than has been evident in some of the woolly and benevolent generalisations of educational thinking in the past.
