Mr. Perowne has just left Barbardos, where for two years he was Colonial Secretary and for part of the time Acting Governor. He sketches in enough of the historical and economic background to explain the situation of the rising generation of West Indians as represented by the young St. Lucia poet, Derek Walcott.
