A recent book by Alexander Dallin ' German Rule in Russia, 1941-1945 ' propounds the view that Germany's objects and methods in Russia were not themselves sufficient explanation of her failure there. Mr. Hinsley contends that the Second World War was no exception to the rule that wars are lost not by totalitarian political systems but by inferior strategy and resources.
