While the Ransome family is spending a summer holiday at Saicombe in South Devon, Joan Ransome is kidnapped by crooks, Micallef and Zammit, who demand £10,000 for her safe return. Micallef and Zammit are members of the Matson gang of gunrunners whose headquarters are in the old Dinscombe tin mine near Salcombe. They are planning to raid the Dinscombe ammunition depot in order to obtain arms for illegal sale to a troublesome foreign country. But hard on their track are Superintendent Sawbridge and Inspector McBride of Scotland Yard.
