9/9. New Orleans. When Hurricane Katrina struck, the New Orleans Police Department was among the lowest-paid in the country. Of the 1,400-strong force, 250 are said to have deserted immediately. Two officers took their own lives, while about 80 per cent lost their homes. Many are now living on a ship, their families scattered.
