'Current trends in Western trade policies are disturbing. In particular, it is a sad reflection on present-day economic statesmanship in countries such as Britain that it views the extensive and growing network of discriminatory export restraint agreements as a positive achievement. In this respect as in some others, official policies rest on a conception of national interests which is pre-economic.'
