The Kenya Legislature will shortly debate the Report of Mr. W. F. Coutts on ' the best system ... to be adopted in choosing African Representative Members for the Legislative Council.' It is estimated that the proposals in the Report, as amended by the Kenya Government, would enfranchise sixty per cent of Kenya's adult African male population, by direct secret ballot. Mr. Mason reflects on this development and gives his views on electoral systems elsewhere in Africa.
