'Important though it is to avoid nuclear war, that is not the only purpose of a national security policy and it is possible to design strategies that offer a fair prospect of avoiding both nuclear war and many other unfavourable outcomes to international conflict - not falling for instance, under the dominant influence of Soviet power.'
