Recent allegations that the social security system is being widely abused and that many of the lower-paid prefer benefits to work have focused attention on a corner-stone of the Welfare State. What should be the relationship between benefits and wages? Should the web of benefits be simplified? Can we devise a tax system which would remove some of the present anomalies?
