Miss Chesters's wide international experience allows her to suggest that giving help by our presence to fellow human beings in ' underdeveloped countries' is something much more difficult to do well than is often supposed. She talks of who needs help, where, why, from whom (experts), how urgently (very), and what kind of breakdown we face if we fail. Perhaps this is the problem of the century.
