The occasion for this talk is that this week-end is the eve of the opening of evening classes in Midland towns. Dr. P. D. Innes , who also broadcast last September, is Chief Education Officer of the City of Birmingham. He has held this office since 1919. He was for seven years Principal Assistant to the Education Officer of the London County Council Technological and Continuation Schools Branch.
