Seven years ago World Refugee Year helped to resettle Europe's refugees but many problems remain in Asia and the Middle East. More have arisen in Africa. Sixteen European countries, including Britain, are now uniting to give all possible help in these areas - the 'haves' for the 'have-nots'.
